Development Manager

Overall responsibilities

The Development Manager oversees all aspects of development for assigned projects, with a focus on the Greater Toronto Area.  The Development Manager will manage a range of development and design-build projects, with a concentration on office and industrial development. They will participate in all aspects of development but will play a lead role in the due diligence, site planning, stakeholder and public engagement, municipal approvals, and building permit processes.

Position responsibilities


  • Manage the planning and development approvals process, including the preparation, submission and management of applications for development approvals, coordinating with clients, consultants, and other First Gulf departments, as necessary
  • Manage the building permit process, including preparation, submission, review, issuance and inspection, where applicable and in conjunction with development applications, and coordinating with clients, consultants, and other First Gulf departments, as necessary
  • Manage the due diligence process for potential projects or as otherwise necessary, particularly as it pertains to development approvals and related matters. This includes tasks such as retaining and managing consultants, consulting with stakeholders and approvals authorities, coordinating with other First Gulf departments, reviewing applicable regulations and considerations, establishing budgets recommendations, and providing recommendations accordingly
  • Source, retain, coordinate and manage project consulting teams for due diligence initiatives, development applications, building permit applications, and other initiatives
  • Prepare, review and track project budgets, as applicable
  • Prepare, review and track project schedules (with a focus on approvals and permits, in coordination with other First Gulf departments, as applicable)
  • Prepare regular status and update reports for projects for clients, partners and senior management
  • Liaise as owner’s representative with regulatory/approvals authorities and other stakeholders, through the development approvals process
  • Coordinate, monitor, and manage responsibilities and obligations in development agreements between owners/client and consultants and in partnership agreements; provide advice on, or recommendations for inclusion in, new agreements when they are being negotiated, as requested
  • Assist all internal departments with requests related to land use planning and the associated regulatory environment, providing expert advice as applicable and seeking consultant advice where necessary
  • Manage the recovery of monies held by government agencies in connection with projects, including monitoring the status of associated obligations and dates for scheduled release of funds
  • Monitor and research applicable issues such as provincial/municipal policies, precedent projects and approvals, market trends, and development levies, and provide status updates as applicable
  • Where applicable, manage or contribute to the design development process, coordinating with other First Gulf departments, partners, and stakeholders as necessary
  • Provide input into the development and refinement of financial models, where necessary, with a focus on development approvals and permit costs and timelines
  • Advise and engage other First Gulf departments and Senior Management as applicable, to inform key decisions, manage risks, and ensure projects remain on schedule and on budget
  • Organize and lead discussions and meetings, as applicable, and undertake other project management functions, as necessary to ensure appropriate engagement of First Gulf departments, clients, and partners
  • Travel, conduct site visits, participate in and/or present at public and stakeholder meetings, as required
  • Other duties, as assigned


  • 5+ years of industry experience, with significant municipal approvals experience in the Greater Toronto area and beyond (particularly in Peel Region, Halton Region, York Region and/or Hamilton)
  • Strong understanding of the regulatory framework for planning and development in Ontario
  • University degree in planning, engineering, business, or a related field
  • Must be able to work independently, while keeping lines of communication open with the leadership team and key partners
  • Strong project management skills, including creating and managing schedules and budgets, and managing consultant teams
  • Proactive and self-motivated, capable of working in a fast-paced environment, solving problems, and collaborating with a team
  • Superior written and verbal communication skills
